If "Top Level Elements" is set to "Working Sets", newly created projects do not immediately show up in the project explorer.

A restart or deselecting / re-selecting the working sets is necessary.

Steps to reproduce:
1) Create at least one working set
2) In the Project Explorer, in the view menu, set "Top Level Elements" to "Working Sets"
3) In the Project Explorer, in the view menu, Select Working Set -> Working set from 1). "Custom Working Set" and "Other Projects" should now be the top nodes.
3) Create a new project
-> The new project does not appear in the project explorer.

This affects the scenario where the new project should appear in the "Custom Working Set" and also the scenario where it should appear in "Other Projects".



This seems to happen since Eclipse 4.11. I wasn't able to reproduce it in 4.10.

I've been having the same issues as described above. Additionally when creating creating / deleting a file, the changes are only visible in the Project Explorer when I refresh the parent folder. Also any errors / warnings in the file are not visible in the Project Explorer until I click the file in the tree.
