Stopped working since eclipse-SDK-I20190405-1800-win32-x86_64.

Missing view menu on marker views, e.g. Problems view.

Test Case
1. Start with a new workspace
2. Close Welcome page
3. Make the Javadoc view the active view
4. Restart
5. Click on the 'Problems' tab
==> no view menu!


NOTE: Switching back to Javadoc view and then again to Problems view brings back the view menu.

I already did and I'm in the middle of reverting it in master.

Verified with eclipse-SDK-I20190409-1800-win32-x86_64.
