In the past, I was occasionally confused by an install that had no categories and so could not be installed until "Group Items by Category" was unchecked. (So I can be sure that is the traditional setting.)

In M3 I find that Group Items by Category is always unchecked, even following an install in which it was explicitly set.

Please reverse this regression.

I can't reproduce or my steps differ from yours. 
Do you mean Help -> Install new software?
Are you using Oomph may be?

From where do you get the "Install" menu? That's not part of the SDK.

It was broken in M3. It seems fine again in 2019-03. Someone must have fixed it.

No. It can go wrong in 2019-03 too. Need to try to identify what influences the wrong state.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
