An xml data source that worked OK in BIRT developer did not work in the 4.8 runtime.

I copied 
org.eclipse.datatools.enablement.oda.xml_1.3.0.201603142002.jar
from the developer/plugins to the runtime in ReportEngine/lib 
and the xml data source now works OK in the runtime.
