Patch for wcag20.xml

The success criterion links point to the URL http://www.w3.org/TR/WCAG/ which is now the WCAG 2.1 recommendation and not the WCAG 2.0 recommendation. I've provided a patch to change the URL to https://www.w3.org/TR/2008/REC-WCAG20-20081211/ in the wcag20.xml file so the success criterion links will now work.

Hi,

Thank you so much for your support, and please excuse me that I missed this issue for a long time.

I will replace URLs for WCAG2.0 from http://www.w3.org/TR/WCAG/ to https://www.w3.org/TR/WCAG20/.
