I just updated to Eclipse 3.0 M6 and was trying to figure out how to download
new features. The help page for installing new features appears to still be for
v2.1 because it is still making references to the update manager.

Yes, the update manager UI has been (almost) completely redesigned and the 
docs have not been updated,but they will be the end of the release. 
If you are having specific problems with the current UI, please add your 
comments here and we'll help you out.

Guess then I'm after the answer to the question posed in duplicate Bug 63017. 
Is the web type of site supported for an update site?  If so, what is the use 
case - a push site?

the web update site is no longer supported.
Nobody has used it or expressed any interest in this kind of work, and it was 
a bit clumsy.
With the new browser widget available, we may try to implement it differently 
post 3.0, provided there is enough interest.

The update help has been updated to reflect changes in this version.
Along with the doc team, we will be polishing the docs, but currently, the 
content is there.
