If you resize the workbench window so that there is only one line of tool bar 
the perspective switcher will get cut off in High Constrast mode.

STEPS
1) Go to Accessibility Options in you control panel
2) Select Display -> High Contrast
3) Restart Eclipse
4) Switch to the Resource Perspective
5) Size the window so that there is only one line of tool items
6) Cut off Perspective switcher

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
