When importing plug-ins and features from a Git repository, I frequently want to add the plug-ins and features to a new working set. Since I am unable to create the new working set without first adding something to it, I am unable to use the feature to add my imported projects to this kind of working set.

Makes sense to allow the creation of an empty working set. 

David, if you are still interested in this feature, maybe you could provide a patch for this. It might be as simple as removing the check from the New Working Set dialog.
