I think the provider can go as soon as there is more content. Just a reference to the documentation should be enough.

* Navigation tips are removed
* The "There are no more Tips" tip is a system tip common for all providers. Can't remove it.
* The Extending the Tip Framework tip will only show if people have installed bundle org.eclipse.pde.ui
