Assuming that I understand you, this is not different from any other tab 
folder, native or emulated (ie.- this is not specific to the new look, since 
views have always been shown as tab folder tabs).  Are you requesting that 
views not be shown as tab folder tabs?

I'm guessing that this will resolve to a ui-level request, so moving report 
there.  If I'm wrong then please move it back.

Use case: the debug view, alone (nothing else stacked) in the "rectangle section"

The old look:
-there is NO tabs, because there is only one view. The view name is in the
view toolbar.

The new look:
-there is always a tab, with the minimize/maximize icons on the right.
and then there is the view toolbar underneath.

When there are stacked view, tabs are shown. They use a similar space in both
looks, but when the view is alone, the tabs should disappear entirely and leave
only the "named" view toolbar.

There are no plans to fix this in the default presentation.

Of course there are no plans, it is a request for enhancement.
File a request to the change control board, and have them make a plan or state the  reason for rejection (and copy it here).

This empty comment is not the proper way to discard a RFE.
There should be consensus.

If it cannot even be an option, then at least a comment should indicate why this UI regression is deemed acceptable and why a fix will not be tried.

Views are an important concept of Eclipse.
This idea makes sense, but it should probably be opt-out (a preference should control whether this is enabled or not and be set to false by default).
The issue I see with this suggestion is that the workbench would look different if someone opens another view, then tabs will appear. There is a risk of confusing users.
