window -> preferences -> reduce the width of the left panel to make sure your have a scroll bar -> hover over an text -> tool tip will try to appear and makes the text invisble

move the mouse rapidly between the shown-text, you will get that weird small-white bar.

I can't reproduce this.

Are you directly on a Windows machine or remote?

I'm in direct windows.
Do you a portion of the text must be hidden (in the screenshot "colors and font" is more than the panel width) and hover your mouse on it?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
