There is a legal need to show copywrite notices in all artifacts in all supported languages.

Allow the native (static) splash screen to be environment language aware for e4 RCP applications.  This would require allowing more than one file name.  Currently the only supported name is "splash.bmp".  Use the W3C xml:lang standard (https://www.w3.org/International/articles/language-tags/) to prefix a static splash screen file name.  So if the startup detected German for Germany the file name would be de-ED_splash.bmp.
