Steps to reproduce:
1. Set Input Sources Czech(Querty) and English - Czech is default
2. Switch to English Input Source
3. Start Eclipse 
4. Open Java editor
5. try Ctrl+1 to fix some bug. It performs Zoom-In because it is handled as Ctrl++ according to default Keyboard layout instead active Layout.

My OS distro and configuration:
--Ubuntu 16.04.3 LTS 64-bit
--gnome-shell
