According to the guidelines of Microsoft the Save Resource dialog should not use an icon. https://msdn.microsoft.com/en-us/library/windows/desktop/dn742470(v=vs.85).aspx

I personally also think this sign is misleading and suggest that we remove it.

-1. This would be the only dialog with a question that does not have the '?' icon.

Such a change would have to be discussed and decided Eclipse wide.
