It works with the help view, but fails with the external browser. The bugzilla link on the page is also broken.
Fixed both links with --> http://git.eclipse.org/c/platform/eclipse.platform.common.git/commit/?id=2a1c8941dede6f58af57c0fc61adb1ea35d3c5c7
