When a view is in a tab folder we need to be able to maximize the view when a 
double-click event is detected in the view's tab.

This is especially important when a view does not have a title bar.

This is the way it works by default in the new look, however I believe that may 
be changing, at least for editors.
Michael, can you clarify?

I'll keep this open to track this requirement.

there is a bug 52818 that captures how it works today, this is a trial to see 
what people think.  

Are you saying you need to be able to maximize and like the fact that it was 
previously double click OR that this is the only way it can work for you?

Talked to Matt about this.  Double-click to maximize is the only affordance 
they want.

Double-click to zoom views has been added back (bug 52818).
As far as the RCP requirement goes, if what we have now doesn't suit the app, 
it can change the behaviour using the presentations mechanism.
