Users should be able to create Constraint element on the state machine diagram. This does not work even if we add a palette tool for the constraint (bug#478628).

If I remove the custom style sheet from UML-RT state machine diagram configuration then Constraint can be created. I suspect that it has something to do with turning on canonical feature but not really sure.

The same behaviour can be seen in base Papyrus.

Need to check whether this is still an issue with the Oxygen stream.

Based Papyrus will not fix for now - deferring to future.
