bug#478628 requires that canonical policy working for these elements. Comments, Constraints, and Links. We cannot create these element from the palette when canonical feature is turned on. 

We can create these elements on the state machine diagram but not on the capsule structure diagram.

Note that there seems to be a workaround where the comments and constraints can be created in the model explorer and then dragged and drop onto the diagram, where they will appear. Links can then be created from these.

However, this only seems to work with composite structure diagrams - I could not get it to work with state machine diagrams.

The same behaviour can be seen in base Papyrus.

Need to check whether this is still an issue with the Oxygen stream.

Still an issue with Oxygen.

The blockign bug will not be fixed in Oxygen, so I am moving this to future.
