You are right about user confusion . I guess my question is how to define
perspective with a ViewPart undocked by default.

It would be a useful feature addition to allow the initial perspective layout 
factory to specify a view as a fast view or detached window. The problem is 
detach window is not supported on all platforms...so what would happen there? 
They become fast views?

Workbench UI does not support detached views anymore in any platform.

Not a valid PR anymore.
