The 4.6.0 BIRT Maven build is missing dependencies on:

- org.w3c.tidy
- org.apache.poi.xssf.streaming

This does not manifest as a compile error, but results in a run-time ClassNotFoundException when attempting to running any IRunAndRenderTask in the former case, and a IRunAndRenderTask with EXCELRenderOption in the latter case.
