The Common Navigator Framework is a good match to implement navigators and outline. At the moment, it's not easy to fully integrate the CNF in an outline page as a lot of features are on the CommonNavigator part which is more suitable for views.
There should be a CNFContentOutlinePage to delegate navigation to CNF.
