I believe the SWT.Skin support came in after the E4 SWT CSS engine was implemented.  The engine should be changed to leverage the SWT.Skin events and use the supplied SWT.SKIN_CLASS and SWT.SKIN_ID identifiers, and deprecate the existing class and ID identifiers.
