It appears that there has been a regression and perhaps for a while, see: https://bugs.eclipse.org/bugs/show_bug.cgi?id=193608 .

My understanding is that if use the Project Explorer view and the Outline view pressing `CTRL+F7` will allow me to switch between them. However my experience that it always goes to the 'Outline' view - that is it auto selects the second item in the list. So I have to press CTR+F7 then key up.

This is also an issue when one executes an ANT scrip and a console steals focus, CTRL+F7 should bring you back to my last view but it auto selects the 2nd item. 

If this is not clear and can not be re-produced please advise and I will record a video.

4.5.2 still had bug 461063, which has been fixed for Neon (4.6).

In 4.6, the feature generally works again, but I've seen bug 494655 (Editor sometimes missing in the list).
