Currently Titan allows referencing modulepars in modulepar initialization in the runtime config file only.

However, the standard allows using modulepars in modulepar default values in the TTCN-3 code as well and the ETSI ITS test suite is intensively relying on this feature.

The expected bahaviour would be that if the referenced modulepar receives an actual value form the runtime configuration file, than the referencing modulepar will also use this updated value; otherwise the referencing modulepar is using the default value of the referenced one.
