During our "renameAndPromote" Hudson job, there is a "mailtemplate.txt" file created. 

For example, see 
https://hudson.eclipse.org/releng/view/Releng/job/eclipse.releng.renameAndPromote/ws/stage2outputOxygenM1/mailtemplate.txt

We should also include "New and Noteworthy Link" in that mail template, to help not to forget to include in note to mailing lists.

I some promotions, such as for "R" (releases) and RC4, it should also include acknowledgments and readme link.
