Spinning the mouse wheel ought to scroll the window under the mouse pointer, not
the window with focus. Ideally the scrolled window does not receive focus as a
result, but that would be better than nothing. Scroll-focus-follows-mouse is
commonplace in modern GUI's, including all browsers I know of.
