The counter part to bug 496881 -- but applied to 'master' instead of R4_5_maintenance. 

The same general statements apply: 

Check https://wiki.eclipse.org/Platform-releng/Updating_Branding

In aggregator, eclipse.platform.releng and eclipse.platform nearly all occurrences of "4.6" should change to "4.7". 

Occurrences of "Neon" should change to "Oxygen". 

And, remember, where a bundle or feature needs to change, be sure to "bump" it's version number.

Marking for "M1" since for 'master' but this needs to be done ASAP so setting to P1.
