Neon release broke my outline view. I used to have a quick view button in the lower left to open an outline view. This button disappeared with Neon. I cannot even open the outline view over the regular menu. Nothing happens apart from a short flickering.

Could you please be more specific about "quick view button in the lower left" and "regular menu"? Steps and screenshots for before and after would be helpful.
I don't have a screenshot for before. By regular menu I am referring to the main application menu Window -> Show View -> Outline Clicking this menu does nothing. By the quick view button I am talking about the following. If you display an arbitrary view in a perspective and hit the minimize button, the view is minimized to a new quick view bar, that holds a quick view button for all the views in the part plus a restore button. I used to have a custom quick view menu for the outline view. But this menu has disappeared with Neon. And I cannot restore it, because the outline view does not display at all.
Reminds me of bug 431893, no?
(In reply to Stephan Herrmann from comment #4) > Reminds me of bug 431893, no? Yes, looks like the same issue. I cannot reproduce this in normal scenarios. Marvin, please attach your workbench.xmi in the current state to bug 431893. Then try to reset your perspective and see if the problem is resolved. *** This bug has been marked as a duplicate of bug 431893 ***
