This is a continuation of bug 496316. 

Currently there are 2 to 4 places that relatively hard code the performance database IP address (and port, and name). 

We should define these in some more central way (say in a centrally located file?) so that when ever we need to change the IP (or port or database name) it will be easy to do by changing it in just one place and everything continue to work.

We are not using database for performance tests any more
