Drop a JButton onto an Empty FF. There are two scenarios where
the D&D disables - 

(1) Now using the selection tool try to move the JButton around - 
the feedback shows up and everything is fine. Now move beyond
the FF, and the D&D is totally disabled with no feedback or cursor.

(2) Hover over the JButton so that the Hover-Help shows up with the
field name and the method name - now try to move the JButton, this time
move over the yellow HoverHelp area - upon entering that area the
move is disabled.

This also affects resizing components (including when dropping)

Please see if this is still a problem with VE on Eclipse 3.0. GEF may have 
fixed some problems related to this.

Since M1 is now complete these are being retargeted to M2.

Removing target since 1.0.0 has already passed and these weren't fixed in it.
