I recently installed eclipse Mars.2 for java developers in fedora 23 workstation and the UI including menu icons and tabs, project explorer are big and spaced between. How to bring to normal form.

This issue seems related to changes in GTK 3.20, which are addressed in Neon.
In general, if your system uses GTK 3.20+ you should use Eclipse Neon. 
I suggest you upgrade from Mars.2 to Neon M-Build (or I-Build)

Can you install Eclipse Neon and test with it?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
