It should not be possible to create a new instance of a part descriptor if its "Multiple" attribute is unchecked.

addPart and showPart in EPartService consider isAllowMultiple of MPartDesriptor. 

If "Multiple" is unchecked and an instance exists, null should be returned. This is compatible with current API (null is allowed in current API, too).

Based on newest Neon M6 target.

Could you please provide further details, including a reference to the specific API doc and, possibly, a code example or a sequence of steps that shows the issue?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
