Steps to reproduce: 
1. Disable news on the General > News preference page
2. Restart Eclipse

The news icon appears fully functional in the toolbar.

Note that NewsToolControl.setEnabled() is called with the correct value on startup.

Did some experiments, but no success so far. Asked in the forum about this [1].
