Navigate to Window>Preferences>General>keys.
Navigate to Paste command, then copy command, for binding press the
keypad insert key. Notice that it says insert and not Numpad_Insert.
For the other numpad keys e.g. Enter, + and so on it does say Numpad_xxx.
Not sure if this is a windows or eclipse issue, but would be nice to have
the Numpad_Insert key configurable independent of insert key.

Also having configured the insert key, when I press it it does not
insert like cntl-v does.

Also I dont know which component this belongs to.
