After rename fe. [Help.jsp] to [help.jsp] eclipse shows [help.jsp] (looks like renaming was sucefull), but file isnt really renamed becouse windows dont allow such renaming.

Could you give exact steps to repeat?  I just tried this on OS X (on HFS, which is also case-insensitive) to rename header.jsp -> Header.jsp from a Project Explorer and it worked.

Could you also check your .log file (<<workspace>>/.metadata/.log) and see if an error was reported?

I'm sorry, looks it is TortiseSVN which is renaming file back.
