x-axis datetime format short comma between date and time

The x-Axis of a chart shows date and time.
Report was designed with Eclipse BIRT Designer Version 2.6.2.r262_v20110209 Build <2.6.2.v20110214-1523

With the Report Engine 4.5 there is new a comma between date and time.

=> 16.02.16, 00:00

This Problem also affects  current Birt Version 4.6. 
We have tested current runtime  with com.ibm.icu_54.1.1.v201501272100.jar and com.ibm.icu_56.1.0.v201601250100.jar. In both cases dates were not displayed as expected. 
With the older Version com.ibm.icu_52.1.1.v201501240615.jar there are no Problems.
