Other bundles already create ~/.eclipse:

> ls ~/.eclipse
org.eclipse.epp.logging.aeri		org.eclipse.oomph.jreinfo		org.eclipse.oomph.setup			org.eclipse.recommenders		org.eclipse.recommenders.privacy.rcp
org.eclipse.equinox.security		org.eclipse.oomph.p2			org.eclipse.oomph.ui			org.eclipse.recommenders.models.rcp

Sequoyah should IMHO use this folder as well so not to flood the home folder with lots of hidden folders, all of which are Eclipse-related.
