I do not find this documented much in Maven's doc, but see it in <maven_intall>/bin/mvn script. 

If not empty, maven can get some of its configuration from "system wide" config files. 

This is a relatively minor requirement, since from what I can tell, build.eclipse.org does not have any of those "system config" files defined, but, they are when I install locally ... so, presumably, would be more consistent builds from one machine to another if we specified MAVEN_SKIP_RC=true.
