N20031201
1. create a new plugin in Eclipse
2. use PDE to generate some generic hello world plug-in.
3. export the plugin as a deployable zip
4. exit eclipse, and unzip the new plugin into the plugins directory for the 
platform.
5. restart eclipse.
6. the plugin is not loaded.
The only I can force the plugin to be loaded is by deleting the .config 
directory.

resolve.
