In regression testing on the 20010807 0100-R09-R09 installable build,
I found that I couldn't drag and drop a file/resource from one project
to another because both projects were not visible and as I dragged
the mouse up to try to get to the target project, I couldn't scroll all the
way to the top of the Navigator view.  I'm able to scroll to the bottom
while dragging, but just can't seem to scroll to the top while dragging.
