Yes, it is. Tab/Ctrl+Tab no longer cycles between parts (views and editors). The tab cycle is now restricted to the part, the toolbars, and any applicable tab folder tab. You can use the Perspective / Show View menu, or the Ctrl+F6 and Ctrl+F7 switchers to switch between editors and views, and they activate properly.
This defect has been closed in our system by the originator of the problem.
