* maximize Eclipse on a 1600x900 display
* open a compare editor on a file with comments
* use the comment navigation buttons to open a comment popup with a single comment
* the popup has a fixed size and a scrollbar, instead of expanding to accommodate the content as it does on a larger screen

This seems to be caused by having multiple monitors that have offsets in alignment.  I've added a fix for this: https://git.eclipse.org/r/55252
