Analogous to the bootstrap.json provide an "active configuration" directory but which can be updated during runtime

This makes the configuration easier to update in the IoT little devices area, where we don't want to update configurations manually.

This needs a way to specify if a restart for a service is needed, or not.

Is there some info in the wiki about this issue? 

Please, could you provide with some info about git revision where changes where applied? I serched on git comments but I couldn't found any commit using this bugzilla number.
