You have to click twice on a chapter entry to get the page the first time you invoke it

STEPS
	1) Open the Help Perspective 
	2) Select JDT User Guide
	3) Expand to Tasks -> Changing the Workbench's Appearance
	4) Select Hiding System files - nothing happens
	5) Select it again and you will get there

This is a PR opened against SWT for a while. It appears to be a problem with the way ActiveX events are being 
exchanged with eclipse.
