Thank you for your bug report. In order to diagnose this network issue, we need some input from you:

- Just to be sure, you have Internet connectivity when the dialog shows up?

- Can you access <http://download.eclipse.org/recommenders/models/mars/org/?d> in a web browser?

- Are you sitting behind a network proxy? If so, how do your preferences under General > Network Connections look like? Do you know by any chance what proxy (e.g., Squid) you are behind and what authentication method (Basic, digest, NTLM, etc.) it requires.

I know these are a lot of questions, but they would help us very much in diagnosing your issue.
