Hmm, this functionality is already there in 4.5 M7.  Could you attach some screenshots to illustrate the problem?

I downloaded latest m7 build and it's not available.
I'm talking about "Window working set" like in open type popup menu. 

I'll attach screenshot.

Same difference is between Project Explorer and Package Explorer. "Window Working Set" is important if you want for example filter projects in Explorers based on working set selection in "Task List" view.

Should I raise another bug or change title of this one?

I would like to add such button to Project Explorer and Open Resource via single patch.
