Currently working sets are "inclusive".   You select those things that should be
included.  I'd like to be able to create exclusion-based Working sets.  I think
this would be particularly helpful when filtering "Problems" or "Tasks".  I
won't use that feature now, because if I add a new project, I've got to
rememeber to update all my working sets.
