All the View and Editor Names are wrong

I am trying use Eclipse on a Chinese language Windows 7 System. Everything seems fine but the editor and views names are not displayed correctly. 
However tooltips for the same are working fine.


This is the setting with which eclipse started


eclipse.buildId=4.4.1.M20140925-0400
java.version=1.8.0_25
java.vendor=Oracle Corporation
BootLoader constants: OS=win32, ARCH=x86, WS=win32, NL=zh_CN
Framework arguments:  -product org.eclipse.epp.package.modeling.product -vm jre/
bin/client/jvm.dll
Command-line arguments:  -os win32 -ws win32 -arch x86 -consoleLog -product org.
eclipse.epp.package.modeling.product -vm jre/bin/client/jvm.dll


I even tried by setting -nl en option in eclipse.ini but still the same result.

Did you install some language packs?

Please try with our latest release https://www.eclipse.org/downloads/ and reopen if the problem persists.
