error reported is that java 1.7 is required.  Java / Oracle will only offer java 1.8

The only thing anyone "specifies" is that "*minimum* of 1.7" is required. If you are getting that message, when you try and start Eclipse, I suspect your system is "getting" Java 6 from the path.

I you think it is more that that, please give exact URL you downloaded, and exact error message seen (as well as exactly what Platform you are on ... I assume Windows 7, from the fields in the report)?

Please reopen with additional details if/when you find it's more than a "Java 6 on path issue". 

Or ... if you are talking merely about *wording* of an error message, please clarify. Perhaps you mean that the error message should say "At least Java 1.7" ... but currently simply says "Java 1.7"?
