Remove all hard-coded messages and replace them with Resource Bundle messages that support I18N.

This task involves I18N for exceptions that don't use it yet, such as JAXBValidator.getProperty().

It should be discussed whether we should also add messages to exceptions that don't yet contain any meaningful message, such as in JAXBMarshaller's getProperty(): throw new PropertyException(key);
